Foundation and Development of the TVTC

The beginning of technical and vocational training in the Kingdom goes back to an early period. At that time, it was distributed between three governmental authorities: the Ministry of education ran the training secondary schools (industrial, agricultural and commercial), the Ministry of Labor and social affairs ran the vocational training “Vocational training Centres” and the Ministry of Muncipilaties and Rural Affairs ran the assistant institutes.

Having the interest in preparing the manpower for technical and vocational fields and the increasing need for qualifying the Saudi youth for technical and industrial fields, the Kingdom collected all fields of technical and vocational training in an umbrella organization – the TVTC.

Then a Royal decree No. 30/m , dated on 10/08/1400, stipulated the establishment of the TVTC and to group all the technical institutes and vocational training centres under the umbrella of the TVTC. Accordingly, TVTC started to pursue its function, developing its programs continuously to get along with the Kingdom’s needs and to improve human resources to meet the needs of the labor market.

There was a bad need to find highly, qualifiued national manpower able to achieve the Kingdom’s aspiring plans of development.

Then the Supreme decree No. 7/h/5267, dated on 07/03/1403, was issued supporting the resolution of the Superior Committee of Educational Polices No. 209, dated on 29/10/1402, that states the necessity of paying attention to technical training and technical colleges in order to create other pths for higher education in fast developing fields that kingdom needs.

 The resolution emphasized that TVTC is responsible for elaborating on that kind of education, and that, of course, has many positive effects such as:

-That gave the technical colleges the opportunity to keep serving its function and its message, apart from the  academic curriculum, representing in preparing for the requirements of the labor market.

-That kept the technical and vocational training from being scattered. Training programs are carried out in the TVTC  in three vocational levels: the vocational and industrial training (levels 2 & 3) and the technical training (level  4). These levels reflect the various output of the TVTC. In addition, there are links between the specializations  of  these levels that help make the utmost use of the available capabilities.

-That help make harmoney between the technical colleges and the labor market in order to decrease the gap between the   training programs and the needs of the labor market.

-That help make unity the curriculum, the qualifying levels and the requirements of the training programs and depend on integrated principles and professional standards prepared by specialists in the labor market.
