Foundation and Development of TVTC
- The beginning of technical and vocational training in the Kingdom goes back to an early period. At that time, it was spread among three government organizations: The Ministry of education ran the trade schools (industrial, agricultural and commercial). The Ministry of Labor and Social Affairs ran the vocational training “Vocational training Centres” and the Ministry of Muncipilaties and Rural Affairs ran the Assistant Institutes.
- Having the interest in preparing manpower for technical and vocational fields and the increasing need for qualifying the Saudi youth to work in technical and industrial fields, the Kingdom joined all fields of technical and vocational training under the umbrella of one Corporation,Technical and Vocational Training Corporation (TVTC).
- Then a Royal Decree No. 30/m , dated on 10/08/1400H, established the tVTC and to group all technical institutes and vocational training centres under the umbrella of the TVTC. Accordingly, the TVTC started to pursue its functions, upgrading its programs continuously to get along with the Kingdom’s needs and to improve human resources to meet the needs of the labor market.
- There was a bad need to find highly, qualifiyied national manpower able to achieve the Kingdom’s aspiring plans of development.
- Then the Supreme Decree No. 7/h/5267, dated on 07/03/1403H, was issued supporting the resolution of the Superior Committee of Educational Polices No. 209, dated on 29/10/1402H, that states the necessity of paying attention to technical training and technical colleges in order to create other paths for higher education in fast developing fields that kingdom needs.

- The resolution emphasized that the TVTC is responsible for elaborating on that kind of education, and that, of course, has many positive effects such as:
- This has achieved some positives, including:
- 1 - Non domination of the academic curriculum, thus maintain original functions of the technical colleges and their missions which is the preparation of trainees for the labor market and care for its requirements.
- 2 - Implementation of training programs at the Corporation on three professional levels: vocational and industrial training level II and III. Technical Training (Level IV) These levels reflect the output of the Corporation. The specializations at these levels are related.
- 3 – Non regression of the relationship between Colleges of technology and the labor market, and bridge the gap between the training programs and the nature of trained labor needs.
- 4 - Standardization of the curriculum and the requirements of training programs, and reliance on a united bases, and coordination that depends on the professional standards developed by specialists in the labor market.
With the establishment of Colleges of Technology, the TVTC has laid the foundations of gradual technical and vocational training for highly qualified national manpower that could meet the needs of the local labor market for technically and vocationally trained nationals of all training levels.
- In order to finalize and complete the amalgamation of all technical and vocational training fields under one umbrella, a decree was issued by the council of Ministers No. 3108/MB, dated 4/3/1426H amalgamating the female training sector with the Technical and Vocational Training Corporation.
- Following the great care of the kingdom’s Leadership to the technical and vocational training sector the Council of Ministers also issued another Decree no.268 dated 14/8/1428 for reorganizing the TVTC. The new Decree in its third article states that the TVTC aims at developing the national human resources through appropriate training in order to meet the needs of the local labor market for qualified through the following:
- 1- Set, review and develop general plans and policies for training in accordance with the national development plans.
- 2- Qualify technical and vocational trainers.
- 3- Design and implement training programs.
- 4- To issue licenses, supervise and set technical standards for the establishment of private training institutes
- 5- To sign strategic partnership agreements with training organizations for running and managing training institutions.
- 6- To share the private and public sectors in training in order to provide technical manpower
- 7- To provide technical advice and vocational consultancy in training to the private and public sectors.
- 8- To establish technical and vocational training incubators.
- 9- To conduct research in training.
- 10- To produce training tools and technologies and develop them.
- 11- To hold and take part in symposia, conferences and forums within and outside the Kingdom.
- 12- To subscribe in regional and international organizations concerned with training.
- 13- To submit visions and ideas about rules and regulations regarding training and propose ways of developing them.
